How do I report a dolphinarium in Mexico?

If you witness possible mistreatment or irregularities at a facility holding dolphins, sea lions, or manatees, documenting and reporting what happened may help the authorities investigate. You do not need to determine whether a legal violation occurred: describe exactly what you observed so the appropriate authority can assess it.
You can report physical mistreatment, visible injuries, or signs of severe stress; sick, injured, or unrested animals being forced to perform or interact; excessive visitor numbers, rough handling, or inappropriate physical contact; dirty or deteriorated facilities; visibly dirty water; repetitive behaviors such as swimming in circles, striking walls, or remaining motionless for prolonged periods; and an apparent lack of trained staff or veterinary supervision.
Before filing, write down the date, time, facility name, and exact location. Describe what you saw in order, using concrete facts and avoiding exaggeration. If it is safe and permitted, take photographs or videos and preserve the original files. Never endanger yourself, enter restricted areas, or put an animal at risk to obtain evidence.
A citizen complaint submitted to PROFEPA must include your name, address, and contact telephone number; the name of the dolphinarium or responsible company; precise information for locating the site; and a clear description of what happened, when, and how. Photographs, videos, documents, or witness statements are helpful, but you only need to provide them if available.

PROFEPA states that it may verify the phone number and address supplied for follow-up. If disclosing your identity concerns you, expressly request that it remain confidential for safety or personal-interest reasons. Confidentiality does not mean filing without identifying details.
You can file online through the complaint form linked from PROFEPA's official website; by email at denuncias@profepa.gob.mx; by telephone at 800 PROFEPA (800 776 3372); or in person at an Environmental Protection Representative Office. PROFEPA states that telephone complaints must be confirmed within three business days.
Keep a copy of everything you submit and retain any case number, acknowledgement, or response you receive. If circumstances change or you obtain new evidence, add it to your case follow-up. Because official channels and procedures can change, always confirm the latest information on PROFEPA's website.
Not having photographs or video does not prevent you from reporting what happened: provide a precise description and any evidence you do have.
